The health capability paradigm allows for the creation of evidence-based, standardized health policy that provides optimal care and a universal benefits package of goods and services that support central health capabilities.
Health policy and health laws must promote objectives as efficiently and equitably as possible. This means they must avoid excessive administrative costs, unnecessary procedures and other inefficiencies. Goods and services guaranteed to, and received by, all, must be of high quality.
Therefore, limits must apply when allocating resources and evaluating health interventions. These decisions must consider cost and employ a stepwise approach where budget priorities follow clinical input.
